City of heroes is a fun. When you first get started and get a feel for it it's actually very fun. The create a character feature is awesome because of all of the different options, and you rarely see another hero that resembles yours. After that it is cool to experiment with all of the different options you have for selecting your powers, there is a very wide variety. Once the game actually gets started you have the option to just fight random "bad guys" on the streets or you can you can do a mission. You can do these things solo or with a team of up to eight people. As the game progresses your character gets stronger and you learn more powers. This is all very fun.
Now for the downside of the game. Once you reach about level 15 or so it takes a very long time to level up and you only gain new powers every other time you level. I also found that after playing this game for about a month it gets very tedious so for the cost of the game and the monthly fee for using it online i'm not sure if it is worth paying that much money for about a month of fun. It just gets too repedative after a while.
