I really wanted to like this game. The first one surprised me with how good it was, so I had big expectations with the sequel. Most of the game is spent going from mission to mission without too much of a 'big picture' look ahead. I normally love missed-based games, but most of them revolve around driving/racing/hover boarding within a time limit -- extremely frustrating. The shooter based missions are decent, but difficult to aim and control (as opposed to say, Ratchet and Clank).
That said, it's a solid game. It looks as if the graphics engine got a complete overhaul in that it's one of the best looking ps2 games out there. The ambient sound and overall mood of the game is very well done too. As I said, I really wanted to like this game, but frustration got the best of me on this one.
