Pretty much the same game as GTA3, but with the addition of boats, planes, motorcycles, helicopters. The graphics have been improved and the cutscenes move the story along well.
My favorite improvement has been the radio stations. The 80's soundtrack really fits with the game.
There are new R3 challenges like the Pizza Boy that have added more excitement to the game.
