The game is a 10 on fun. Is it revolutionary? No, it's an evolutionary step up from the ground-breaker GTA3, but what a great step.
First, the additional vehicles are terrific. The motorcycles are a blast -- try fleeing a 4-star wanted level on a motor scooter (called a "Faggio" in the game) with the new wave radio station blasting. Flying a helicopter over the rooftops adds a whole new dimension to the game. Sorry, bad joke.
Cut-scenes and voice acting are impressive, good characters and entertaining dialogue.
This game has it all, and then some. To quote a great 80's rock band, "This one goes to 11."
