I have had my doubts about this series of games since it made the switch to full 3D extravaganza. The handling of the vehicles is awful the general physics are pretty poor for a game that trades on a certain reality. There is simply too much cluter on the roads constantly dodging fire hydrants and lampposts becomes fustrating very quickly and the poor PS2 is streatched to the limits with some incredibly late pop up (or fade in for GTA:vice).
Dispite all this...
It's a fun thing to play, the more imaginative ways you explore the game the more enjoyment you get out of it. The freedom to just muck about is refreshing and in many cases exciting like pulling of a succession of vigilante missions whilst the SWAT teams a chasing after you then stealing a tank all to Herbie Hancocks "Rockit". Joy. This is why GTA:vice works for me, it's a rarity, because it's a unique way to play, dispite the many problems due mainly through admirable ambition on the developers behalf, this is good fun and the more you play the more you forgive.
