Every fighting game from International Karate+ on the C64 20 years ago has been leading to this point.  VF4:E is the most complete Fighter ever.   
 
This is the Chess of fighting games.  100s of moves and counter-moves need to be learnt, studying the fighting styles of all characters is nessecary to complete this game.  This requires practise, but there are a huge number of tutorials for each character so the moves can be learnt and perfected at your own pace.  Simply bashing buttons and hoping for the best will not get you very far.   
 
The game structure takes you on a virtual tour of Japans toughest arcades, putting you up against AI based on real VF masters, experts that have been playing VF for years.  As you beat the players in each arcade more arcades with stronger players become available.  As well as just beating your opponent by any means necessary there are other skill based challenges.  These mainly consist of using a particular move a set amount of times in a round.  The challenges help keep the gameplay from getting too repetitive, and forces you to learn moves that you might not have previously bothered with. 
 
This is one of the hardest games currently available.  Of course if the AI gets too much there is always the multiplayer.   
 
Graphically superior to its immediate sequel, and looks as good as anything else on the PS2.  The in-game sound effects are what you would expect for a game of this type.  Unfortunately the in-game music is terrible, but can easily be turned off.   
 
To sum up, this is a must have game for fans of the genre.  The extensive tutorials will help all novices get up to speed reasonably quickly.  If you only have one fighting game in your collection this should be the one.
