Way back when this game was first being released I remember the hype surrounding it.  It was supposed to be this uber-dragon-shooter.  So now I finally got an XBOX and saw this game for $16.99.  I thought, "Hey, why not." I got it.  Came home with and popped it into my Xbox.  It's pretty fun.  But there's nothing to it really.  Once you've played one level, you've played them all.  The difficulty is pretty darn hard as well (but that's not always a bad thing). 
But anyways, I feel I should address the controls of Panzer.  The controls are kinda funky and make for an unpleasurable experience.  You use one thumbpad to move the dragon and move your shooting cursor.  Now, when you have to dodge obstacles, this is such a pain.  So many times I was shooting at one thing then ended up having to move my cursor off the target to dodge something, then get back in place and aim.  Half the way I could move out of the way of the obstacle in time and lost damage.  And believe me when I say this: you don't wanna lose health.  The bosses will unleash a world of pain upon you.  The second level boss is so hard.  And it's just the first boss of the level!  He's pretty easy and you can make damage minimal- if you can dodge him.  Dodging bosses (when the hurdle at you or something) is extremely difficult.  When I faced this boss I just thought to myself: "How in the heck do I dodge that?!?" So controlling your dragon is the best of things. 
Your weapon variations are good, however.  Each different weapon you use is varied and aren't the same.  When you hold down "A" (for some) you can charge your weapon and target multiple enemies and blast them away with a super "shot", if you will.  So combat is pretty cool.  Blasting away enemies is pretty fun. 
The graphics are very "arcade-y".  It feels as if you are sitting in an arcade booth playing.  Rather than really polish off the graphics, Sega simply made them as smooth as possible and gave you something beautiful, but un-enjoyable on a specific level.   
Even though I don't care for this game, I'm pretty sure this will appeal to those who like arcade shooters in their living-rooms.  But for the record, even my friend who thought this game looked awesome also thought it was pretty bad.
