Basically, it feels like half of a game. Half of a very very good game, but half of a game nonetheless.
ToEE was very promising: nine ways to begin, dozens of ways to end, and tons of monsters to kill in between. If it had spent another month or so in development, it really could have been great. Unfortunately, the game runs very slowly, and is filled with lots of frustrating and extremely noticeable bugs. The story is under developed and somewhat aimless, and the interface can get annoying. Plus, the level cap is 9, which just pisses me off.
To its credit, ToEE does keep its promise of deep roleplaying and tons of options on solving tons of quests. Combat in general is fun, in a tactical turn-based way. Good and evil do play a role here, which is always nice and immersive, and the fantasy world atmosphere is the best I've seen since the original Baldur's Gate. In fact, this game is the closest thing we'll get to another Baldur's Gate engine game, so it will definitely please veteran RPG players.
If ToEE were finished to its full potential, I'd give it at least a 9 out of 10. I'm hoping that developer Troika makes a sequel and eliminates all the little flaws.
