Caesar III is math puzzle buried under a colorful veneer.   
 
Not that there is anything wrong with that.  Caesar III takes the awkward management systems of Caesar II and smoothly integrates it all onto one bustling city map.

I've always been interested in the history of the Romans, and was glad to find a good city building game with that theme.
