In order to unlock each of the characters, perform the task stated next to it.

| Complete the Story Mode without using any continues. | Gai |
| Complete the Arcade Mode with all initially available characters. | Itachi |
| Beat Arcade mode with Tsunade | Jiraiya |
| Complete the Arcade Mode with Itachi. | Kyubi Naruto |
| Beat Arcade mode with Jiraiya | Orochimaru |
| After unlocking everyone else, complete the Arcade Mode with Sasuke, once again. | Sasuke Cursed Seal 2 |
| Complete the Story Mode in normal difficulty. | Temari |
| Unlock Gai, Temari, and Gaara and you will unlock her. (Beat Story on Normal/Hard, and beat without losing continues) | Tsunade |
