Go to the Ninja School in the main town. Talk to Konohamaru. After completing the game, take the ticket to Shizune. She will give you the 2nd Hokage's Blade.

Konohamaru Password

When entering the school, talk to Konohamaru. He is on the ground floor between the Mission and Challenges doors. Entering the password gives you a character item. These character items unlock the character, but it can only be used after you have beaten the game.

Besides Wi-Fi and Passwords, there are certain ways to unlock characters' ninja info cards.

Gaara	Get a Jonin Rank on the Mission "The Power of Shukaku!"
Kakashi	Clear the game, then go to Kakashi's house. After a short conversation, select Kakashi and he will give you his info card
Kankuro	Get a Jonin Rank on the Mission "I Challenge This Guy!"
Temari	Get a Jonin Rank on the Mission "Anki Vs. The Wind User"

How to Unlock Characters in Wi-Fi Mode

Some Characters you unlock By Either Winning matches,Getting wi-fi points,or by getting Regional cards

Unlockable	How to Unlock
Curse Seal 2 Sasuke Uchiha	Get Thirty Regional Cards and talk to the guy left to Anko
Guy Might	After Completing the game, Go to Kakashi Hatake's house and after a short talk, Choose Guy Might
Hako	Get 10 regional cards and talk to the guy left to Anko
Haku	Get 10 regional cards
Jiraiya	Play 10 rounds(doesn't matter win or lose)
Kakashi Hatake	After Completing the game, Go to Kakashi Hatake's house and after a short talk, Choose Kakashi Hatake
Nine-Tailed Naruto (OTK)	Get 100 Wi-fi points
Rasengan (Ninja Tag)	Get five Regional Cards and talk to the guy left to Anko
Sasuke	Win at least 1 wi-fi match then talk to the guy next to Anko
Sasuke Second-State	Get 30 regional cards
Sasuke Uchiha	Win 1 Wi-fi battle and Talk to the guy left to Anko
Sound Test	After Completing the game, On main menu there will be Sound Test Unlocked
The Fifth Hokage-Tsunade	Play 20 Wi-Fi Battles
Tsunade	Play 20 rounds(doesn't matter win or lose)
