Level 4 Weapons
Each weapon type is unlocked based on its own weapon. In example, if you want a level 4 sword then you will only get level 4 swords. To get 4th weapons for spears and other weapons, you must raise those weapon types to their maximum levels.

| Unification (Evil Ruler) | Continuously use evil deeds such as Despotism and become Emperor. Then conquer all 25 territories without commiting a good deed. |
| Unification (Good Ruler) | Continuously use good deeds such as Philanthropy and become Emperor. Then conquer all 25 territories without commiting a evil deed. |
| Unification (Neutral) | Conquer all 25 territories without being extremely good or evil. |
